Is being "responsible" in politics based on perception?

Sure. Between the parties, the democrats think taking care of everybody is the responsible thing to do whether they want to be taken care of or not. Republicans see responsibility as an individual matter. They take care of themselves so you don't have to. Of course, sometimes people need a hand, but not everybody all the time so that life becomes a collective experience economically.
