America: is it possible to have a sensible relationship with neighbor Cuba under GWB?

As long as Castro is in power, no President will open relations with Cuba. After the Cuban Missile Crises back in 1960's, sanctions were put in place not against Cuba, but against Castro. These sanctions will be upheld till a different leadership umes power.
