What do you think of Lindsey Graham's reasoning for supporting carbon cap and trade?

It's good reasoning considering his constituency. South Carolina Republicans on average aren't all that concerned about global warming. Many are deniers. So instead of trying to convince these hard-headed individuals, a difficult task, he frames the issue as one that is important for energy security and jobs. This is frankly quite surprising from someone like Graham, who I figured was just another partisan obstructionist.
